Ah, I see the ball you mean, Ian. I checked on another carb I have for the H1. I will try the fuel filter, then the baffles and if neither works, I guess it's taking off the covers again and looking at the carbs again.

Start with the basics. Pressure test your needle and seat, 5PSI it should hold Where is the clip on the needle ? Start in the center and adjust accordingly
Fire it up and wick it up, when it starts falling on its face give it some choke does it pick up or get worse?
Get it wide open and do some plug chops,
This is a rotary valve right? Do you possibly have a crack in it?

Dave what are the chances of it having aftermarket jet needles? should be 3rd clip The originals should have their markings yet. Has someone drilled the main Jets???I have seen that done.

Well, it's not the baffles. They were not bad anyway but I burned and scraped them clean. pulls well to haslf throttle then bogs out. I tried choking it when it started to bog and that didn't help at all.
I guess I've got to take the darn covers off again. i'll check the balls, mains, and needle position. I do have some 100 mains from the H1. it has 97.5 now which is listed as stock.

Try an extended length fuel flow test.
If the A7 has the same vented gas cap as an early h1 the internal vent circuit within the cap sometimes plugs.

Needle clips were right at the bottom so I moved them to the middle. No appreciable change. I will try switching gas caps with the H1.

Also it can be checked for a vacuum issue preventing flow, by simply running it with the cap loosened enough to allow air in. Changing the cap is a fast way to check, but it does not fix the cap you are using now, does it?

Are you sure your aftermarket valve is flowing enough?

No. But it is for a Z1. The lines seem to be full all the time but I can'y say for sure.

With the gas cap installed pull the lines off the carbs and route them into a gas can. Open the fuel valve and let the fuel flow for a few minutes. Check to see if flow slows or stops.
This test will check both the valve and the ability of the cap to vent properly.

Gas flows freely and continuously. Put the gas cap from the H1 on to test. It goes better but still doesn't go like it should at WFO. Better though. All done individually as follows: took baffles right out no diff took air cleaner off no diff put in 100 main jets no diff checked choke both working and seating., made sure there is slack in cable

This could be an iggy issue. Early h1 B box failure often shows up in rev limiting as you describe.
I believe your A7 uses a similar A/B box system but the actual boxes are unique to the bike.

I agree this sounds like a ignition issue,
