It all depends on how you want the bike to look. If you're building a detailed "original" rider..go for the philips. If you're gonna have filters, chambers, different rubber etc., go for the hex heads..they look nice and are so easy to put on and off..they also tighten up more consistently. Either way, you can always change your mind! Just remember, the first time you take off those lovely new philips head screws...they'll look used and crappy.

I guess the question to ask is whether you want to look original, or have better functionality. (ie. taking your covers off on on frequently) I bought the socket heads cap screws for mine because I hate dealing with the large phillips head screws. I also don't mind non-original parts, but to each their own. ;D. Having said that, I'm sure if you go to Fastenal or Acklands Grainger, you can get a stainless steel screw set for a lot less than $34. Just take a list of the different screw lengths with you.

A bit off topic but..I found a place in Misery-saga that I use at work all the time... They are consistantly much cheaper than the competition (like half price compared to places like Tryhard etc.) It's called Ivan Fasteners and they will bring in anything you want... Come to think of it, it might be a good way to make some extra pocket change Smaller fasteners like case screws would go for about $5.00 per hundred for Socket Head Cap Screws.
