Ok bought a newish seat for my H1E today and while talking to the guy we got chatting about why my throttle cable seems to be to short, it could be down to the high handle bars that Kawasaki only did for USA /Canada, in Europe we got flat or flatter so it makes sense that the there could be two OEM numbers for the throttle cable? as in the higher bars would need a slightly bigger cable? so I bought my bike from Canada and bought the throttle cable from England.. the throttle cable I bought was made in japan but was not OEM

Euro version is shorter than US version. 54012-054 is US version 54012-055 is Euro version Beware that EMGO cables will not work.

Be aware that some of the after market cables are too short interally as well. The inner cables will not afford enough slack for proper adjustment. This I found for my h1e any way, using low bars.

That looks like an aftermarket cable, not OEM. Compare it to the one you took off???
